I would try the Wroxham/Horning area on the R. Bure or Potter Heigham on the Thurne. Fishing would be early mornings or evenings as there will be too much boat traffic during the day. The R. Yare is very clear at present and fishing is pretty hard around the Beauchamp area.

If you want to see as much as the Norfolk Broads as possible, then Acle would be the most centraly located Boat Yard.
Its 2 hours chug down river to Great Yarmouth, where you can navigate Breydon Water. There you can choose to go up the Waveney (Suffolk…..i wouldnt bother lol ) or up the Yare towards Norwich.
Acle is on the Bure, but only about an hour up river you will find the Thurne, and about another hour (tide permitting ) the Ant.
It all depends what you what out of your visit.
Is it just fishing, or pub crawling. Or if you want to time travel back to the seventies then go up the Waveney towards Lowestoft. 🙂
